正解はEです。

私は（C）のwhich がlocal times を指すことが明確だと思いましたが、（E）が正解でした。
（C)がダメな理由はなんでしょうか？
そこで（D）と（E）ですが、determined　がgrowth を主語とする分子構文なのか、local times を修飾する過去分詞なのか不明確であるようにも思うのですが、この点はどのように考えればよいのでしょうか？
また（D）differed 、（E）differingの違いもよく分りません。
