この問題ではofficialが２つのことをやりなさい、と命令してます。
つまり
１．バクテリアのレベルを測定して
２．その結果を発表する
ことです。
そうするとthat 以下でこの2つを並列で処理しなければなりません。
本来は省略なしで書くと
that the levels of bacteria in seawater at popular beaches be measured and the results (be)
となるわけですが
おんなじ構文をとる二つの文をならべるとき、後ろのbe動詞は省略できてしまうのです。
たしかに
あんまりGMATではやらないので
急に出てこられると「ありゃ」っておもっちゃいますよね。
