KMさんがおっしゃているように「intentした( 意図した )主体は Asset allocators」であると思いますが、
intendedがportfoliosにかからないとすると、
後半部分が

Asset allocators intended to turn in good results in both "bull" and "bear" markets.

という文になってしまい、今度は good results になる主体が Asset allocators となります。
good results になるべきは portfolios なのではないでしょうか？
