>上記1と2の正解を比較して、1の方はas it was byの中のit wasを省略しているCが正解になっているのですが、2の方はit is to prevent those against a が 正解になっており、中間のto prevent those を省略してit is against aとしているCは不正解となっています。この問題のそれぞれの考え方はどう違うのでしょ うか？

1.は<as it was by> の it の指すものがありません。
単数形の名詞はcommitteeかfrustrationですが、意味上ここはeffectsを指さなければいけないでしょう。
Cでは by frustration と by success のparallelが成立しています。

2.はCでは it に対応するものがpropertyか形式主語のitしかなく、propertyは明らかにおかしいです。
形式主語であった場合には、それの指し示すものをto prevent crimesとするのはかなり無理があります。
Eは to prevent crimes against property と to prevent those(crimes) against a personでparallelが成立しています。
ただ個人的には、
It is as difficult to prevent crimes against property as to prevent those against person.
でいいように思うのですが（そういう選択肢があれば）どうでしょうか？
形式主語がある場合は it is が必要なんでしょうか？

than anticipated で「予想以上に」という idiom のはずです。

もし、
On the basis of growth rates of large modern reptiles, like those of the Galapagos tortoise, and examination of fossils of juvenile dinosaurs,
ならばまだ形式的にはOKですが、
確かGMATでは、例を表す場合はlikeではなくsuch asを使ったように思ったのですが。

つまり、thoseがratesを指すという前提で、
growth rates of large modern reptiles, like those of the Galapagos tortoise
だと
those of the Galapagos tortoise は growth rates of large modern reptiles と同じようではあるが一致はしない、と。

なのでもしBが
On the basis of growth rates of large modern reptiles like
であったとすると、
the Galapagos tortoise は large modern reptiles に似てはいるけどlarge modern reptilesではない
と解釈して、私は間違いにすると思います。
