主張は２つしかありません。「自動車産業の主張」と「政府の主張」です。自動車産業は「排気ガスの排出規制などの規制は自然環境にとっても意味が無いし、とにかくそんな規制はやめてくれ」というものです。一方政府の主張は「どんどん規制を強化していこう」というものです。問題は「自動車産業の主張」をサポートする（強化する）選択肢はどれかというものです。(E)は「自動車産業は、政府の規制が無ければ、生産性に関係ない技術革新はやらない」といっており、これはむしろ政府よりの主張です。それに対して(A)は「排気ガスの排出規制が強化されればされるほど、それにかかる開発コストが上昇する」と言っており、自動車産業の主張をサポートしています。

常識的に考えると、この問題に出てくる自動車産業の人たちはずいぶん自分勝手だな、と思うのですが、ＥＴＳはこの自分勝手な主張をサポートする意見はどれか、ということを聞いているのです。決して、一般的な常識や、自分の意見で選択肢をえらんではいけないのだと思います。
