となっています。
理由としては、go homeとbe confined to a hotelがパラレルで主語もmembersで一致しているからとなっています。
私は、(A)のが正しいと思いました。理由はto allowとto confineがパラレルになっており、(E)に関しては、be confine の直前に不定詞をあらわす to が無い分だけパラレルが明確でないと思ったからです。
