交通車数を１、違反者を全体のA%とすると、
　・違反切符を切られるのは0.1、
　・スピード違反しているのに切符を切られないのは0.2×A
ここまでが問題文よりわかります。

以降はちょいと頭を使い、
　・スピード違反をしていて切符を切られるのは0.8×A
よって、
　・0.8×A＝0.1
これをといて、A＝0.1／0.8＝0.125
すなわち、12.5%。

小数点がきらいれあれば、最初の１を100台とか置いちゃってもいいかもしれませんね。
