The man DOESN'T lay a card on the table if the number on the card is NOT divisible by 3.
とは意味がちがうと思います。
つまり、(2)だけだと、「6をテーブルに置く」という条件にはなりますが、「8を置かない」という条件にはなりません。
したがって Statement (2) alone is not sufficient. なのではないでしょうか？
