うーん。4.0と4.5の違いですか。明確には答えられません。
ただ、bulletinによると、4は、An essay at this level

５は、An essay at this level
- may address some parts of the task more effectively than others
- is generally well organized and developed
- uses details to support a thesis or illustrate an idea
- displays facility in the use of the language
- demonstrates some syntactic variety and range of vocabulary
となっています。ですから、4.5は4.0の要件を満たし、5の要件については一部を満たすというものではないかと思います。
充分にorganizedされているだけではなく、言葉の選び方にも注意する
必要がありそうです。
