英文解釈おしえてください！

As soon as any part of a person's conduct affects prejudicially the interests of others, society has jurisdiction over it, and the question of whether the general welfare will or will not be promoted by interferng with it, becomes open to discuss. If a person's conduct does not affect prejudicially the interestes of others , it should not come under the jurisdiction of society in the dirst place.

直訳すると、

他人に害になることをするやいなや、人は裁かれ、そして、公共の福祉は、そういうことをやめてまですすめられるべきか議論になっています。もし、人を傷つけないのなら、第一に裁くべきではありません。

という感じになると思うのですが、どなたか、わかりやすい意訳をおしえていただけないでしょうか？
やくしてみたものの、意味がまったくよくわかりません。特に、一文目の後半、（公共の福祉は具体的にどのようなこと？）２文目の一文目との関係です。
