カンマがなければｔo不定詞でも意味が通るんですが、カンマがあるんで分詞、同格、非制限関係代名詞等でないと文が成立しない、と理解しました。
解説にも、equipemnt, used to protectなら良いと書いていますし。
違うのかな？
