Aのthe trend accelerated a phenomenonは、
a phenomenon=the decentralizationnとなり、
a phenomenonをthis[the] phenomenon若しくは、
単にitとするべきでは？
また、V and VとV, and Vについては、Vとand Vの間が長ければ、
misreadingを防ぐcommaがあった方が、
more comprehensibleだと思います。
（但し、このsentenceの場合は、Vとand Vの間に、
relative clauseやthat clause等のmodifierがないので、
寧ろcommaを省いた方が良いと思いますが、
commaがあってもgrammatical errorではないと考えます）
一方、Bのa phenomenon that acceleratedは、
the trend=the decentralization
→a phenomenon (that accelerated)というlogicになり、
Aのthe trend was the decentralization and accelerated
よりも、logically sophisticated, grammatically correct
だと思います。
つまり、a phenomenon accelerated＞the trend accelerated
現象（静的）が加速（動作）＞傾向（動的）が加速（動作）
と考えます。
