まず、1と2は、最後本文に続く部分が it violates となるのですが、itが何なのかが微妙で(言いたいことはわかるし、日常会話では通用するでしょうけど)、むしろyou violateと書くべきでしょう。
3はきれいにつながります。意味としては、「サービスや製品の最高価格を、最低価格と同じように目立つように(明示して)広告しないと(することに失敗すると)、NYの消費者保護法を破ることになる」とです。
advertise ... as prominently as...は大丈夫でしょうか。
よく、名詞1as 形容詞 as 名詞2はありますが、その副詞バージョンですね。as...asの前後が、同じぐらい形容詞や副詞の表す状態(動作)である、ということです。
よって、4、5はちょっとas prominentlyの位置がおかしいのではないかな、と思います。ちょっと自信ないですが。
最高価格と最低価格の広告の仕方を比較しているのですから、advertise 最高価格 as 副詞 as 最低価格、となるべきでしょう。
