ということですか。うーむ、難しい。many は形容詞ですよね？それとも代名詞ですか？
擬似関係代名詞という用法は知りませんでしたので、文法書を見直してみます。

asが関係代名詞のような働きをしているのだと思います。（擬似関係代名詞）
are enrolledの直前のasが、whoのように、この場合だとeight million peopleを指していると考えればいいと思います。
