正解は（E）です。

（2）は、credit cardによるsalesを$ｘとすると、
0.003x = 300 ∴ｘ=100,000
よって、100,000÷250,000=0.4 （40％）となり、sufficientで答えは（B）と考えました。

ここでの設問transaction（取引）は金額ではなく、数についてcredit cardの割合を問うているのでしょうか？
もしそうであれば、insufficientと分かるのですが。

それとも本文がきっちりと解釈できていないのでしょうか？

あるbank credit cardにチャージされるsalesは$1ごとに、department store はcredit cardを発行したbankに対して$0.003
払わなければならない。
（department storeはcredit card発行元のbankにsales ＄1につき、+＄0.003、すなわち＄1.003払わねばならない）
