一応betterという意味で選んで正解はできたのですが、OG解説を読んでもDが×な理由が良くわかりません。pollutantに認定されている物質は全てNorth Seaに届いてないと、過剰コントロールになってしまう気がするのですが。。。
どなたか教えて頂けないでしょうか？
