Aが正解とのことですが、私は間違いのような気がします。他のみなさんもいっているように、意味的にはAのwhen節は直前のto tinker with a car を修飾したいはずですが、文構造的にはTrying to learn some of the basis of programmingの方を修飾してしまうという、致命的なエラーがあります。よくあるGMATの間違いパターンの一つです。

意味的にはあまり差はないと思いますが、表現として、形容詞と名詞がある場合、無理して名詞を使うとまわりくどくなります。そういった観点でEの方がよいです。
A is larger than B. とはいいますが、 A is more in largeness than B. とはいわないでしょう。
