私なりの理解です。以下ご参照ください。。

政府は独立して存在しているのではなく
その中には、有権者の意向に敏感に注意をはらっている民主的に選出された
pragmatistが存在している。
ゆえにたとえば公共政策が環境保全に反するものだったとしても
それは政府の（が勝手に決めた）偏見ではなく選出された議員が。。。。。。。と信じているから。
。。。には「有権者が別方向が必要であるとかんじていないから」という意味の文章がはいります。
a different storyが非ネイティブには唐突なかんじがしますよね。。

つまり質は悪い。
