Defense Department analysts worry that the ability of the United States to wage a prolonged war would be seriously endangered if the machine-tool manufacturing base shrinks futher. Before the Defense Department publicly connected this security issue with the import quota issue, however, the machine-tool industry raised the national security in its petition for import quotas.

これはいわゆるexplain問題ですので、恐らく上の本文で何かつじつまの合わないことや矛盾していることを言っているのだと思います。解答とあわせて考えても分かった「気」にはなれるのですが、やはりすっきりしません。この問題はthe machine-tool industryがthe Defense Department よりも『先に』import quotaの問題提起したことがポイントなのか、それともそもそもthe machine-tool industryが問題提起したこと自体がポイントなのか。。。
