またひとつあいまいなのがあるのですが、どなたかご教授ください。

答え自体はわりと簡単に消去法で選べたのですが、これってどういう意味でしょう？
to allowは目的だと考えていいのでしょうか？
もしそうなら、「陪審員たちにホテル住まいよりも家に帰ることを許可するために、動議を却下した」ということでOKでしょうか？
なんか勘違いしているようで気持ち悪いのですが、どなたか教えてください。
