下記の問題について、解説をよろしくお願いします。

ETS Practice Test vol.2のP.23から
A quilt that looks ordinary -------------- may become a work of abstract art
when it is hung on a white wall.

A) lying on a bed
B) lies on a bed
C) to be lying on a bed
D) to lie on a bed

正解はA)です。
私は、when it is hung on a white wall と A)のlying on a bed がパラレルになると
考え、A)を選択しました。
しかし、パラレルと考えた時、when it is が省略できるのかという疑問が残ります。
皆さんは、どうお考えになりますか？

続けてETS Practice Test vol.2のP.26から間違い探しです。
Most of our ideas of what (A) ancient people looked and(B) dressed come from(C) the works of (D) Renaissance artists.

私は、B〜Dは間違いでないと確信をもったことから、消去法でAを選択しました。
しかし、whatに代わるものが分かりません。
私は、what = the things which と考え、whatでもいいのかな？とも思いました。
なぜ、what　では間違いなのか、文法的にご説明をお願いします。
