■問題１
>「the completed project(完了したプロジェクト)が生息地を破壊する」のではなく、「プロジェクトの完了が生息地を破壊する」のだと思います。(D)の when節は主節のSV（Construction was）を修飾します。ちなみに、ＧＭＡＴでは it...that や it...to の構文（it はそれぞれ、「that以下」や「to以下」を表す）はＯＫです。

この辺の感覚が私にはないのか、意味は把握しているのですが、
どちらでもＯＫに思えてしまうのです。
無生物主語は慣れるしかないのでしょうか？


■問題２
>up to the present(現在まで) という言葉があることによって、The study noted that の that 節の中が現在完了になる、ということですよね。ＥＴＳの問題にしては稚拙な感じがします。ＥＴＳの過去問かどうか確認して頂けないでしょうか？
