(C)は to be が余計なんだと思います。SCのパラレルはかなりの厳密さを要求されるように思います。
パラレルの前半が、
confinement buildings must be adapted to animals
ですから、後半は、
animals must be adapted to confinement buildings
だけが許されると思います。 to be などが入る余地はありません。前後関係から、明らかな場合は、助動詞、動詞などがすっぽり省略されるのは問題ない様です。
animals <must be adapted> to <confinement> buildings
